In this manuscript letter Campbell remarks that he missed Owen at Cox's [Hotel], and is writing to him to inform him that "several friends to Social Progress" are wanting something to be done to via legislation to "give Employment and Education to all who require it". Campbell writes that he has put forward the idea of a movement named the "The National Employment + Education League"; Owen is asked to be Chairman of the movement.
