Manuscript letter referring to Owen's expenditure incurred distributing publications without financial return; Campbell understands, but feels that "return which the Spirit gives - to all who obey...transcends beyond Comparison all mere Selfish pecuniary Consideration"; again suggests a "Weekly Penny Paper" as the best means of proceeding, if used in conjunction with Owen directing a few friends in the "Millenial [millennial] Campaigne [campaign]".

The letter closes with discussion of Thomas Atkins, who Campbell notes is still ill, adding that "no man is more free than Mr Atkins in Spending Money in Works of Science & Social Progress".
