Scope and Content

Copy of a manuscript letter, in which Owen writes of learning Lord Brougham that the press took no notice when Rice presented Owen's petition to the "House of Peers" [House of Lords]. Owen requests that Rice publish the petition to show [to the public] what he has done to have the subject "fairly ? by the British Parliament" and also to show to the public who amongst the Peers is willing to promote investigation into this subject.
