Scope and Content

Rough draft of manuscript letter: Owen sends Queen Victoria and Prince Albert a copy of the first part of his new work, which discusses poverty and recommendations for tackling the issue. He informs Victoria that he has also sent a copy to her ministers.

Owen also states that he has discussed his new work with the spirit of her late father, Prince Edward.
