The focus of discussion in this series of letter is Owen's plan to obtain part of Texas from the Mexican Republic on which to establish a colony. Rocofuerte provides Owen with introductions to key figures, and later a passport to secure admission to Mexico. However, he strongly advises Owen that his plans, though worthy, are doomed to fail.
