In this manuscript letter Mills explains that the Society of Free Enquirers wish to know Owen's views on "commercial distress" following the petitioning of the House of Commons on this subject.

Further discussion of other petitions made to the House of Commons follows, before Mills closes by asking Owen to grant him a private interview.
