Memorandum: Portugal and Spain. Whilst in Portugal he gathered information on Spain from people who had been there, British and American businessmen, Portuguese legionaries and Spaniards. His detailed memorandum is divided into sections: 1. Portugal: importance to the UK and USA. The dictatorship is not as bad as Austria, but censorship exists. Germans and Italians are trying to exert influence and, like Napoleon, trying to weaken England's ally. He elaborates on this. 2. Spain; the domestic situation. He describes the situation as 'complete anarchy', and compares it to Austria and Hungary after the last war. He describes the factions, the terror and the internal situation at length. 3. He refers to Spanish neo-imperialism and Tangiers.
