He encloses an article from the Gazette de Lausanne, which references Sir Herbert Russell's (he thinks he is something to do with the navy) article. He believes that Loutre, the Berlin correspondent of Le Petit Parisien, and 'one of the best men in Berlin' has the best understanding of Germany and German politics; British politics too. He expands on this. He thinks Lambert should send more about articles that are published in the German press.

He talks about the text of the Anglo-German agreement and what it will mean if it is true.
