Scope and Content

Robert Dell to C. P. Scott.

Location: Paris.

Stories of atrocities carried out by German troops. The Belgian government has forbidden its citizens to take part in the hostilities. He fears that the war will 'degenerate into an indiscriminate massacre' if things continue as they are. He asks if the M.G. can do something editorially, as he is in a difficult position as a foreign correspondent.
