He raises the question of the Official Secrets Act in relation to Werth's Czech documents. The Czechs may have published them, but abandoned the idea for fear of giving offence. One document is reputed to be a note from Chamberlain urging surrender. He outlines the dilemma; is it an official British document or the property of a foreign government? He would like his views on the matter.
