Marcel Fodor to W. P. Crozier.

Location: London.

He encloses the first part of his memorandum. He is preparing the Tangiers and Gibraltar articles. He believes that Italy and Germany are trying to get to Franco via Tangiers. He refers to treaties in 1915 and 1935. He refers to the administration of Tangiers; the French administrator complains that the British Minister, Mr. Keeling, has Italian sympathies. Admiral Blake has recognised the importance of Tangiers for Britain. Italy will try to stir up trouble between France and Spain, and Franco will become part of the Axis.
