The Bureau issues Ukrainian propaganda. He may try and get the MG involved in the 'Ukrainian controversy'. He encloses a confidential memo (212/82) on Makohin written by the French Sûreté for the Quai d'Orsay. The Russians suspect Makohin of being a German spy.
He agrees that Amende's move is to prejudice Russia's chances of joining the League.
