He agrees that the comparison between the June massacre and the Reichstag fire is not worth an embargo on the MG. He warns him about Makohin who runs the Ukrainian Bureau in London. The Bureau issues Ukrainian propaganda. He may try and get the MG involved in the 'Ukrainian controversy'. He encloses a confidential memo (212/82) on Makohin written by the French Sûreté for the Quai d'Orsay. The Russians suspect Makohin of being a German spy.

He agrees that Amende's move is to prejudice Russia's chances of joining the League.
