Scope and Content

W. P. Crozier to Frederick Voigt.

Location: [Manchester].

He has decided against using his piece on the German peace offensive and explains why. Each action should be discussed and examined on its merits, good and bad. He supposes that Germany might be about to 'negotiate' with Britain. Voigt is pre-judging too much, although he admits that his views are probably right.
