He comments that London is not the best place for making enquiries about events in Geneva. He reports the events surrounding the reorganisation of the League rumour as he knows them. Titulescu and the Russians were not sounded out. Ewer was reporting from London and not Geneva. Moore supports his views. He expands and urges him to publish this message. He says, 'if these intrigues are allowed to go on they will end in wrecking the League and the British public ought to know about them'. His two Brussels messages are important and he suggests they use them soon. He discusses Eden and Hoare.
