Negotiations over the proposed Institute are near an end. Instead of answering the SRC proposal of May 1965 with only a plain 'yes' or 'no', the General Board has now produced draft regulations that bear little or no relation to my proposals. Apologises for being overoptimistic at the RGC Astronomy Sub-committee meeting in February 1965. The SRC condition of 10% [sic] funding from the University has helped to bring about this situation. Sets the end of the Michaelmas Term as a final date by which the University will either have given a clear answer to you, or I shall presume the answer to be negative. With copy of 15/7/30 enclosed.
