This note read "Dear Hughes/Many thanks/I don't know what has so disturbed the Viceroy". He is probably referring to Ireland or India. Hartington served as Secretary of State for India in Gladstone's government [1880-1882] and was greatly involved in the Irish Home Rule debate of the 1880s. The letter was likely to be pre-1891 as this is when Hartington became the eighth Duke.
