Manuscript letter which Holyoake requests Rigby read at the conference of Owen's friends as he cannot attend. He describes how Louis Blanc, on the part of the French Provisional Government, has guaranteed employment to French workmen. He suggests that a pamphlet demonstrating the practicability of the British government guaranteeing labour to the English artizans would help strengthen the hands of the French Republic and popularise Communism in Britain.
