Letter from Robert Owen to James Rigby

Manuscript letter informing Rigby that if the petition is not forthcoming then they need to print another one [presumably this is the petition Owen has previously tried to retrieve from Lord Russell].

Owen asks that a bottle of blue ink is sent to him with the next parcel from Mr Cotter. Owen concludes by saying he sent a manuscript to Dr Travis which will make for a good tract with an extended circulation.
