Manuscript letter informing Rigby that he has sent a printed memorial to the Lord of the Treasury. Owen asks Rigby to send copies of it to the press. Owen goes on to tell Rigby that Sir Charles Wood and Sir Benjamin Hall have acknowledged receipt of a memorial he sent them. Owen asks Rigby to tell Dr [Travis] about this. He believes that the memorial will stir up society from its lowest foundation + put the whole into a fermentation that will ultimately destroy this old false + evil system.
