Manuscript letter acknowledging receipt of Rigby's circular regarding the proposed conferences at the Hall of Association. He says that it is difficult for anyone living at a distance from the centre of operations [London?] to offer an opinion. However, he does believe that if they are to have conferences open to the public they should not be confined to co-operative subjects. He concludes by saying that if the value of association is to be recognised by the public they need collect statistics and evidence of its success.
