A L Jules le Chevalier was a Frenchman who was chiefly involved in a project to set up co-operative wholesale agency for the whole of England. He later took the name of St Andre. He put his plan forward for a wholesale agency in June 1850 and it was then modified by E V Neale who set up the Central Co-operative Agency. Consequently St Andre set up a rival organisation known as the Universal Provider.
