Manuscript letter. Owen begins by saying that more depends on their report of the recent Congress been well circulated than ordinary minds have any conception of. Owen also says he wants the report brought out soon before an upcoming Congress of Prince Albert and other ruling powers regarding the education of the poor. Owen asks Rigby to learn all he can about this Congress.
