The War Groups Scheme was initiated at a meeting of the AA Council, 29 August 1939, and proposed the formation of groups of young architects, working under experienced leaders, who would then be available to the Local Authorities and Government Departments to carry out work. A War Groups Committee met for the first time in September 1939 and groups of architects were established. However, due to lack of employment, the War Groups Committee was terminated at a meeting of the AA Council, 3 April 1940. The AA also made an attempt to set up a War Information Bureau but this was abandoned following a consultation with the War Office who discouraged the Council and asked that they encourage members instead to use the centres set up by the Gov - the Reception Units and Ministry of Labour Central Bureau.
