Administrative / Biographical History

James Milligan was born in Possilpark, Glasgow, Scotland, in 1928 and was educated at Strathaven Academy, Hamilton Academy and the University of Glasgow where he graduated with Honours in Political Economy and Political Science in 1950, after having served in the Royal Air Force. He was a member of the Communist Party from 1945 to 1957 and thereafter a member of the Labour Party. Jim worked as a town planner in Glasgow; Hull, England; and in Craigavon, Northern Ireland. From 1967 to 1987 , he was employed as a lecturer in the Department of Urban & Regional Planning at the University of Strathclyde, Glasgow. Jim describes himself as having an 'enthusiasm for participatory, socialist democracy' and was a campaigner for devolution and the Scottish Parliament. He also works for the greater empowerment, organising and informing of Community Councils.
