Whalley graduated from the University of Manchester in 1937. He specialised in neurosurgery, having been a house surgeon to Geoffrey Jefferson. He worked firstly in Newcastle-upon-Tyne and then at Swansea, developing a neurosurgical unit for South-West Wales, based at Morriston hospital.
