Scotson, a native of Warrington, gained his medical education at Owens College and was house surgeon at MRI. He later settled in general practice in Manchester where he became very well known and was associated with Manchester City Football Club. Scotson was a member of the Central Midwives Board and of the Manchester Panel Committee. During the war he was anaesthetist to MRI and surgeon to Newbury Military Hospital. After a long illness, Scotson died on 27 July 1939, aged 70. His son Frederick Hector Scotson was also a surgeon.
