Radcliffe studied medicine at Owens College and graduated in 1894. He received the MD in 1897, and was an assistant demonstrator in anatomy at Owens College. He worked as a ship's surgeon before settling in Oldham to practise. He was a honorary surgeon at Oldham Infirmary. He was secretary of Oldham Division of the BMA for many years.
