Buckley was educated at Owens College, taking his MB ChB in 1892, and his MD in 1894 with a thesis on laryngeal tuberculosis. He held house appointments in Manchester and Nottingham, and was later in general practice in the latter city. Buckley specialised in venereology, and established a clinic at Nottingham, which was one of the largest provincial centres for dealing with sexual diseases.
