Brindley was educated at Owens College, Manchester, taking a B.Sc in physiology in 1886, MB ChB in 1889 and the DPH in 1898; he also received the MD (London). He was MOH for Bury 1898-1907 and MOH for Derby 1907-1929. Brindley lectured on public health at Manchester University, and he published a number of articles on housing, tuberculosis and the slaughter of animals.
