Briggs studied at Owens College and the University of Edinburgh, qualifying in 1877. He was professor of obstetrics and gynaecology at Liverpool University from 1898 to 1921. Briggs was also surgeon at the Liverpool Maternity hospital and the Liverpool Hospital for Women. He was a past president of the North of England Obstetrical and Gynaecological Society. He published widely in his area of specialism.
