Administrative / Biographical History

Howarth studied medicine at Owens College, and qualified in 1891. A public heath specialist, he was successively MOH for Derby, Kent and the City of London. He published widely on public health subjects. Howarth was elected president of the Society of Medical Officers of Health in 1921.
