The Commission on the Future of the Voluntary Sector was initiated [in 1994] by the National Council for Voluntary Organisations with the objective of identifying the distinctive nature of voluntary organisations and determining the range of work which they might be expected to achieve, and thus allowing the Commission to influence public policy. A Commission of 12 individuals with experience in the voluntary sector was appointed, with Jane Kershaw as the secretary. It collected written and oral evidence and also arranged local meetings and visits.
