Robert Sutherland Milligan was born on 2nd May 1895 in Shettleston, Lanarkshire. His father was Joseph Milligan, an ironmoulder. After attending Hamilton Academy, Robert matriculated into the arts faculty at the University of Glasgow, Scotland in 1913. In his first year he studied Latin, Greek and Mathematics, and was awarded a Certificate of Distinction for Latin. In his second year he took Roman History, Higher Latin, Higher Greek and Logic. In his third year he studied English and History. He graduated with a MA in June 1916. He became a teacher, and lived in Kelso.
