Summary: Gibraltar must be held at all costs; effective defence of a very small area is difficult; description of the site; Spain must be counted as hostile; comparison with Gallipoli; artillery would be the main form of attack; the answer to fun-fire is gun-fire; planes could not be used by defenders because of lack of landing areas; application of the N² law in this case. Conclusion: Gibraltar could not be defended within; originally it was assumed that defence from without would have the assistance of France, as assumption which no longer holds; therefore the only effective defence is invasion in the region of Cadiz, but this is too difficult in the circumstances; finally, therefore, the problem resolves itself into one of keeping Spain out of the war.
