Administrative / Biographical History

The Civil Service Clerical Association was established in 1921  after the amalgamation of the Civil Service Clerical Union and the Clerical Officers Association. It was initially formed to promote the interests of civil service staff, and was the first organisation under which such a move was made. The Glasgow sub-office branch was set up at the Passport & Permit Office at 10 Bothwell Street, Glasgow, Scotland in 1942  . Mr W Begbie was elected as chairman, Mr D Carlyle as secretary, and Miss N Smith as treasurer. Membership was open to all clerical workers, including temporary staff. The association affiliated with the TUC in 1946, and in 1969 it adopted its current title of Civil and Public Services Association, and is today part of the Public and Commercial Services Union.
