Administrative / Biographical History

The Education Secretary Sir Keith Joseph announced the creation of the VSCC in the House of Commons on 31 July 1984. The VSCC was created to advise the Secretary of State for Education and Science and the National Advisory Body for Public Sector Education (NAB) on Voluntary Colleges and in particular their funding. The NAB was reconsituted on 1 February 1985 with a remit to include voluntary and maintained colleges. This having been agreed between the National Advisory Body for Local Authority Higher Education and the Association of Voluntary Colleges (AVC).

Following the Education Reform Act 1988, Local Education Authority controlled Polytechnics and Colleges along with Voluntary Institutions were put under the control of the Polytechnics and Colleges Funding Council (PCFC). The PCFC established a committee possibly called the Voluntary Colleges Committee which replaced the VSCC. This was formed following discussion with the VSCC, the AVC and, the AVC's reconstituted form, the Council of Church and Associated Colleges (CCAC).

It was agreed by the VSCC to store the archive of the VSCC at the College of St Paul and St Mary, a predecessor of the University of Gloucestershire.
