In this manuscript letter Rigby provides Owen with a comprehensive update of the progress he has made with tasks carried out on his behalf. Included is the preparing of a parcel for General Santa Anna and of being visited by a man named Winters who claims to be the originator of "Wilkin's Patent".
Rigby informs Owen that he believes [James] Cowan to be a "Quack Doctor" and has heard he was recently tried for some "medical practice", adding "people say he is mad".
