Manuscript letter referring to Owen's involvement with the Trade Unions. Finch writes he rejoices in seeing Owen "laboring" with the Unions, despite making clear his feelings of disdain for the "great body of the working class [that] is too ignorant to understand you [Owen] and too drunken and vicious to unite in such a manner as to insure success from their own exertions unassisted by the more wealthy".

Further discussion follows on Finch's thoughts for a National System of Education, and the anticipated benefits to the nation to be garnered from such a scheme.
