This manuscript letter refers to a discovery made by Clarke, which he describes as "one of the greatest and most usefull" and continues to describe in a rambling fashion the requirements and uses for such an invention, without actually ever naming the 'discovery'; notes that funds from the Russian Emperor have help him realize this discovery.
