Manuscript letter: Owen declares that he has taken a "deep interest in the cause of humanity" and an interest in the "permanent prosperity of the British Empire." In the present conditions Owen feels compelled to enclose a memorial, a copy of which will be sent to the Treasury Office, that proposes to give a "prosperity of high character to all under British rule." Owen hopes Palmerston will help in removing the old system of "ignorance and misery."
