Manuscript letter thanking Rigby for his letter and the enclosed. Owen says he was gratified with Fletcher's letter and amused with the penny pamphlet which he says is a good advertisement that will help sell the Rational Quarterly.
Owen asks if it has been decided if a later Congress will be held and where it will be.
Owen then goes on to say that the time has not yet arrived for Parliament to investigate this subject [he does not say what this subject is] as he has been advised by the Duke of Newcastle and Lord Goderich not to ask at present. Owen therefore believes the only thing that can be done is to make the petitions as widely known as possible. He concludes by saying that the Duke will present a petition early this week but do not expect him as a cabinet minister to express an opinion upon it.
