Manuscript letter informing Rigby to settle his account [for the Evening Star] with Mr Brooks and to make arrangements to get it directly from the publisher for a cheaper price.
Owen goes on to say he wishes the Memorial to be in the Treasury's hands as early as possible so the Government may have time to consider it before Parliament meets. He also says he wants the Petitions to be with the parties before the Houses [of Parliament] assemble.
Owen goes on to ask Rigby what funds he requires for various tasks he is carrying out for him.
Owen ends the letter by telling Rigby he has not been in good health.
