Wynne studied medicine at Trinity College, Dublin. From 1896-1909 he was in practice in Leigh, Lancashire, from 1909-11 he was medical officer of health for Leigh and held the same post in Wigan from 1911-21. He was professor of public health at Sheffield University from 1921 until his death and also held the post of medical officer of health for Sheffield in the same period.
