McDougall, like his father Alderman Alexander McDougall (see below), was educated at Owens College Manchester and won the Bradley Scholarship. He was senior house surgeon at Ancoats Hospital Manchester and in 1897 was resident medical officer at MRI before being appointed director of the David Lewis Epileptic Colony, Alderley Edge, a position he held for 28 years. He was also honorary consultant medical officer to Ancoats Convalescent Hospital. McDougall was a member of MMS and the Medical Psychology Association. He died on 18 November 1932 aged 63.
