Higgins graduated in medicine from the University of Manchester in 1909. in 1911 hw became a house surgeon at the Hospital for Sick Children, Great Ormond Street. After ware service he returned there, as a consultant surgeon, and he was also a consultant surgeon to the Royal Northern Hospital. He was chairman of the academic board of the Institute of Child Health.
