Clark was honorary demonstrator in public health and demonstrator in physiology at Leeds. He was assistant medical officer of health for Leeds and medical officer of health for Croydon before being appointed medical officer of health for the City of Manchester in 1922. Clark was a fellow and president of the Society of Medical Officers of Health and a member of the Royal Sanitary Institute. He was honorary secretary of the Manchester and District Regional Smoke Abatement Committee and a founding member of the Manchester Committee on Cancer. Clark was involved in many of the developments in public health in Manchester in the second quarter of the twentieth century, especially smoke abatement, the expansion of the public health service and the slum clearances. He died on 20 January 1953 aged 76.
