Bailey was born in Clitheroe on 15 December 1928. After qualifying, he held junior posts at MRI, University College Hospital London and the Whittington Hospital. He then returned to MRI and Crumpsall Hospital as senior registrar. He was consultant physician and clinical lecturer in medicine at Bristol and an external examiner in medicine for the University of Manchester. Life member of Royal Society of Medicine. When he retired, Bailey became chairman of the Jenner Educational Trust and an authority on the history of vaccination. Bailey died on 31 May 1997.
