Scarr gained his medical qualifications in Dublin before joining Dr Gill in practice in Rochdale. During his time as a general practitioner, Scarr was also actively engaged in the work of the urban district council and the St John Ambulance Brigade. He presided over the district council from 1919 to 1921 and was chairman of the local health committee for many years. Scarr was superintendent of the local St John Ambulance and was awarded an OBE for his services. Scarr died on 11 February 1929, aged 76.
