Dean was educated at Manchester Royal School of Medicine and qualified LSA and MRCS in 1860. He practised at Oldham Road, Manchester, and was a medical officer for the St Andrew's and St. Jude's districts in Manchester. Dean was a member of the Manchester Medical Society , Manchester Medico-Ethical Association and the Manchester and Salford Statistical Association.
