Scope and Content

Written from Ewart Park, Wooler, Northumberland (dictated to Mlle. Humbert).

Giving her opinion on Mr Dalbriac's Bill as far as she could from the brief extract sent to her. To her mind 'the great principle is to cease to direct our punitive measures against the rank and file of the prostitutes walking our streets...and to turn our attention to the men and women in the vice market, who make themselves rich and who up to this time generally speaking escaped punishment.
